Cities Like Denver Taking on Global Politics

Cities across the country are joining a pledge to reduce carbon emissions with the Paris Agreement. This is a radical departure from how international treaties have been designed and implemented, in which sovereign countries sign large, multilateral agreements. Cities joining the Paris Agreement challenges the assumption that the state is a unitary actor, and underscores the powerful influence non-state actors can have on a global scale.
